摘要
通过分析学院科研现实情况认为 :制度建设与实施是学院科研发展的重要保证。制度建设中要正确对待不同的意见 ;完善已有制度及办法 ;既要修订与制定 ,又要相对稳定 ;尤其让政策、制度深入人心 ,执行必严 ,违者必究。
It is realized that regulation construction and executio n is important guarantee for science research development.We must fail y treat different opinions?perfectly execute regulation and system.Meanuhile it must be both modified and developed as well as kept relatively stable.Especially policy and regulation must be welcome.It must be strictly exe cutive and violation must be punished.=
