摘要
有效的人力资源开发是西部大开发的一项基础性工作。目前，由于西部地区文盲、半文盲人口比例高，受过中等、高等教育的人口比例低，高素质的人才储备不足且流失严重等一系列因素严重制约了西部经济和社会的发展。西部地区的人力资源开发应优先发展教育事业，尤其是要大力发展基础教育，重点扶持职业教育、职业培训和继续教育，大力开展高等教育，发挥科技主导作用，并且注意增强对东部地区人力资源的吸引力，加强与发达国家的人才交流，来取切实可行的措施吸引人才，加大政策支持力度，以情留人，从而使西部大开发具有坚实的基础，真正实现可持续发展。
There is a general shortage of talent in the western region, the shortage varying with the type of talent required. Importance must be given to the improvement of the talent structure, proportioning various kids of talent and forming a scientific talent system. The first is to popularize the 9 - year compulsory education. The second is to develop vocational education. The third is to develop higher education. Suitable policies and effective measures should be made for the development of talent, the display of their abilities.
