参与式管理机构即森林保护委员会是连接山区居民及其他组织与林业部门的桥梁 ,不仅有其存在的必要 ,而且在促进山区林业可持续发展和山区经济发展方面有其积极的意义。而林业部门、山区居民及其他组织的角色调整和定位 ,是参与式管理是否成功的关键。
