摘要
对政府在改革和发展中的作用 ,不能简单地在停留于“退出”还是“加强”的认识层面 ,而应该多从运作机制上来分析和认识政府在当前应该发挥的作用 :1 建立适合市场经济发展的产权结构。 2 建立法律规范 ,为市场经济的发展建立制度环境。 3 倡导并推动新道德和新观念的形成 。
Understanding the government role in reform and development should not be confined to the levels of its “withdrawal” or its “strengthening”. The role the government should play at present should be analyzed on the mechanism of multi-operations: 1. the establishment of a property right structure favorable for the development of the market economy, 2. the establishment of legal regularities to build up a regulation environment for the development of the market economy, 3. the initiating and pushing forward of the formation of new moralities and new concepts in order to provide the healthy development of market economy with a healthy motive force and public opinion.
