摘要
借鉴现代西方“能本管理”的理论,结合战区总医院的特点和规律,论述了“以德治院、能本管理”的基本思路,即通过医德医风、官德官风、民主道德建设创造和维护奋发向上的新风正气和生动活泼的政治局面;以人为本实施以人的智力为中心、以科技创新为目标的人力资源开发战略;以能为本建立以人的能力为基本评判座标的“责、权、利”分配、激励与管理体制。
Using modern western theory of ability - based' and integrating with the characteristics and rules of general hospital of military command, the basic viewpoint of moral and ability - based management in hospital' is discussed in this paper. First of all, the new healthy atmosphere of working hard and making progress will prevail, and the vivid political aspects will take on by the means of the construction of medical ethics, official morals and democratic moralities. Secondly, the strategy of developing manpower resources should be put into operation, which centre on human being's intelligence and set sights for the technical innovation. Thirdly, the distribution, encouragement and management systems of 'responsibility, power and interests' should be set up based on individual ability.
