摘要
我国城市污水处理加快发展迫在眉睫 ,目前的难题是资金来源严重不足。借鉴发达国家经验 ,从我国的国情出发 ,我国城市污水处理资本金来源 ,应是加大财政拨款力度 ,增加企业自筹强度 ,试行优先股票发行 ;我国城市污水处理借入资金来源 ,应是国家开发银行贷款 ,试行市政债券发行 ,拓宽利用外资渠道。
How to raise fund badly needed for urban sewage treatment in China is an urgent and tough problem. Having national conditions in mind and drawing lessons from foreign countries, it is necessary to promote financial allocation, self raised fund and preferred stock as sources of capital fund and to encourage loans of national development bank, municipal bands and foreign investments as sources of loan fund for urban sewage treatment.a
