摘要
科研管理建立在科研活动之上,涉及要素、关联、总体等到复杂因子,科研管理活动的对象按其基本特征可用“智能复杂性系统（Intelligent Complexity System.ICS）”来概括描述。从复杂性的角度来看待科研管理,揭示出科研管理理论与实践的发展方向,对管理创新具有重要意义。
Based upon study, management of scientific research deals with many complicated factors such as requisite, relationship and collectivity etc. According to basic character, object of research management may be described and generalized by Intelligent Complexity System (ICS). Understanding management of scientific research from complexity point of view and revealing developmental direction of scientific research management theories and practices, it is important innovation.
