摘要
孤残儿童问题是一个全球性的问题。安置水平不仅与国家的福利高度相关,也体现着政府的治理能力。当前我国孤残儿童福利服务方式已经突破机构抚育的形式而日趋多样化,从单一的机构集中养育向机构养育、家庭寄养、类家庭抚育、国内领养、国外领养等多元的方式转变。不同的抚育模式具有不同的运作机制,也有不同的优势与不足,在具体的实践中福利院采用的抚育模式也不相同。文章以湖北某儿童福利院为例,探讨当前福利院儿童抚育三种模式运作逻辑,比较三种模式所存在的优势与不足,在此基础上提出相应的政策建议和优化策略。
The problem of orphaned and disabled children is a global problem.The resettlement level is not only highly related to the welfare of the country, but also reflects the governance capability of the government.At present, China’s welfare services for orphaned and disabled children have broken through the form of institutional care and become more and more diversified, changing from single institutional care to multiple modes such as institutional care, family foster care,quasi-family care, domestic adoption and overseas adoption.Different modes of care have different operating mechanisms, as well as different advantages and disadvantages. In specific practice, the mode of care adopted by welfare institutions is also different.Taking a child welfare institution in hubei province as an example, this paper discusses the operation logic of the three modes of child care in the present welfare institution, compares the advantages and disadvantages of the three modes, and puts forward corresponding policy Suggestions and optimization strategies on this basis.
