摘要
课程改革作为现代国家的一项公共事业,在推进过程中,存在一系列由于价值观的冲突,权力的博弈以及利益的折中等引发的问题。这些问题正是课程改革面临的伦理问题,解决这些问题需要从权力、制度和组织三个方面加以审视:通过对课程改革主体的行为规范,保护利益相关者的利益;通过对课程改革政策的价值审视,促进更加公平、民主的制度体系的建立;通过对课程改革活动的有序安排,推动课程改革持续、稳定、有序、道德性地展开,从而对课程改革加以引导和规范,以达成课程改革的"善治"。
As a public undertaking in the modern country,curriculum reform is filled with a series of probIems caused by the conflict of values,the bargaining of power and the compromise of interests. These problems are the ethical problems in the curriculum reform,which need to be solved from three aspects of power,system and organization,which are,to protect the interests of the stakeholders through the norms of the subject of the curriculum reform,to build a more equitable and democratic system by examining the value of the curriculum reform policy,to promote a sustaining,stable and sound curriculum reform based on orderly implementation,so as to guide,standardize and achieve the "good governance"of the curriculum reform.
