摘要
激励农户转出农地是增加农地流转市场供给活力的重要保证.对转出行为的影响因素进行分析具有理论和现实意义。现实中,村集体对农地进行调整或对农地流转进行管制是常见的产权干预现象,本文利用山东、河南、湖南和四川4省566个农户的调查数据实证分析了这种村级产权干预对农户农地转出行为的影响。研究表明,存在村级农地调整与流转管制使得农户转出农地的概率分别下降了8.4个百分点和9.0个百分点.同时只要存在农地调整与流转管制会使得农户农地转出的面积分别平均减少0.287亩和0.378亩,这是因为村级产权干预会造成农地产权的不完整,增加流转的交易费用,对农户的农地转出行为具有抑制作用。因此,为促进农地流转健康有序进行,应继续严格落实中央限制农地调整的政策,减少村级对农地流转行为的管制,进一步提高农地使用权、收益权和交易权的稳定性。
In reality,village-level land reallocation and transfer control have been the general phenomenon in rural China.Based on survey data of 566households from Shandong,Henan, Hunan and Sichuan provinces,the paper empirically estimates the impact of village-level property. control on the decisions of households to rent out cultivated land.The results show that village level property control significantly reduces the probability of renting-out cultivated land.In order to transfer farmland orderly,the research recommends that the government should continue its policies to restrict the adjustment of land attribution and reduce control on land transfer.
