农地确权、耕地转入对农业技术效率影响研究——基于湖南省水稻种植调查数据的实证分析 被引量:1

Study on the Influence of Farmland Confirmation and Farmland Transfer on Agricultural Technology Efficiency——An Empirical Analysis Based on Survey Data of Rice Planting in Hunan Province

摘要 深化农村改革,推进乡村振兴,最基础和最关键的是处理好农民与土地的关系。党的十九大报告指出,要保持农村土地承包关系稳定不变,并完善承包地“三权分置”制度改革。本文分析农地确权、耕地转入对稻农技术效率的影响,利用湖南省实地调研数据,构建Tobit模型,并进一步进行随机前沿分析。结果表明:农地确权能显著提高农业技术效率,发生耕地转入的农户的农业技术效率高于未发生转入的农户;农地确权会促使农户耕地转入并带来资源配置优化,提高农业技术效率。不同规模农户的技术效率呈倒“u”型分布,当实际耕地面积超过2公顷,农户的平均技术效率呈下降趋势。 To deepen rural reform and promote rural revitalization, the most basic and crucial thing is to deal with the relationship between farmers and land. The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to maintain a stable and stable rural land contracting relationship and improve the reform of the "three powers separation" system in contracted areas. This paper analyzes the impact of farmland confirmation and arable land transfer on the technical efficiency of rice farmers, and uses the field research data of Hunan Province to construct the Tobit model and further carry out random frontier analysis. The results show that the agricultural land can significantly improve the efficiency of agricultural technology. The agricultural technology efficiency of farmers who have transferred farmland is higher than that of farmers who have not transferred. The confirmation of farmland will promote the transfer of farmland and optimize the allocation of resources.Improve the efficiency of agricultural technology. The technical efficiency of farmers of different scales is"U"-shaped. When the actual cultivated area exceeds 2 hectares, the average technical efficiency of farmers is declining.
