摘要
从配置资源能力的角度看,市场和政府的关系可以分为强市场强政府、强市场弱政府、强政府弱市场以及弱政府弱市场四种类型。这些类型随着时间的变化存在相互转化的可能,从而政府和市场关系表现出动态变化特征。从政府和市场关系理论演变的过程来看,市场主导型和政府主导型的观点始终共生并行;从实践演变的进程来看,两者之间呈现钟摆效应。通过研究,可以清晰地看到政府和市场关系不存在“普世模式”,需要辩证认识政府和市场关系的丰富内涵,积极把握政府和市场关系演变中的中国特色,持续不断深化改革,以此来促进市场发挥配置资源决定性作用,更好发挥政府作用。
From the point of view of the ability tO allocate resources,the relationship between the market and the government can be divided into strong market-strong government, strong market-weak government,strong government-weak market and weak government-weak market.From the dynamic point of view,if the constraint condition is possible,these four types are transformed into each other.Based on the evolution of the theory of relationship between government and market,the viewpoints of market-oriented and government-oriented always coexist and parallel.From the perspective of the practice,there is a pendulum effect between market-oriented and government-oriented.The research shows that there is no universal model between government and market.The role of government and market in allocating resources need to be viewed dialectically^It is necessary that Chinese characteristics should be actively recognized between the government and the market,Most fundamentally speaking,continuous reform is the only Way of promoting the market to play a decisive role in allocating resource and better play the positive role of the government.
