摘要
德占时期青岛建设和发展了较为科学成熟的土地政策体系,建立了较为完备的土地储备制度和税收调控制度,对土地规划和城市建设加以严格控制,为城市迅速良性发展奠定了坚实的基础。追溯渊源,这些政策不是凭空产生的,而是对国内其他城市租界土地政策弊端的扬弃和超越。
During the period of German occupation,Qingdao built and developed a scientific and mature land policy system,and established a relatively complete land reserve system and tax control system,which strictly controlled the land planning and urban construction,and laid a solid foundation for the rapid and healthy development of the city.Tracing back to its origin,these policies did not arise out of the void,but sublated and transcended the abuses of the land policies in other cities in China.
