摘要
基于黄河三角洲地区盐碱地棉花种植的实际情况,主要运用文献资料法分析了建立黄河三角洲盐碱地棉花种植的必要性和迫切性,探讨了目前生态补偿的发展和实践。重点分析了建立生态补偿机制的原则、补偿主体、补偿标准、补偿方式等内容,在分析的基础上提出建立生态补偿机制的具体措施。生态补偿机制的建立和实施不仅可以保护和改善当地的生态环境,也会推动当地的经济发展,可以实现双赢的目的。
Based on the actual situation of cotton planting in saline-alkali land in the Yellow River Delta,the necessity and urgency of establishing cotton planting in saline-alkali land in the Yellow River Delta were analyzed by using the method of literature,and the development and practice of ecological compensation were discussed. Focus on the principles of establishing ecological compensation mechanism,compensation subjects,compensation standards,compensation methods and other content,on the basis of analysis,put forward specific measures to establish ecological compensation mechanism. The establishment and implementation of ecological compensation mechanism can not only protect and improve the local ecological environment,but also promote the local economic development,and achieve win-win goals.
