摘要
"互联网+"思维在残疾人居家就业领域的应用具有长远的发展前景,有利于创造就业机会公平、就业质量提升及残疾人就业能力素质提高的新局面,更有利于推动传统就业模式革新,促进残疾人稳定就业,尤其是行动不便的重度残疾人居家就业。目前,"互联网+"残疾人居家就业模式已形成"技能培训+政策扶持"模式、"服务平台+招聘会/示范基地"模式、"政府购买+电商服务"三种具有普遍意义的经验模式,它们极大地推动了"互联网+"残疾人居家就业模式的发展。然而,"互联网+"残疾人居家就业模式仍面临政策缺失、功能错位、供需矛盾以及就业培训体系不健全等障碍。因此,需要发挥政府主导作用,引入多元主体合作参与,推动信息无障碍建设,以确保"互联网+"的残疾人居家就业模式能够持续发展。
The Internet+ view on the teleworking of persons with moderate-severe disabilities has the potential of enjoying a long-term prospect,which is conducive to creating a new employment opportunity,and improving the quality of employment and comprehensive quality of persons with disabilities Consequently,it contributes to promoting the innovation of the traditional employment model and the employment of persons with disabilities,especially the ones with moderate-severe disabilities At present,teleworking of persons with disabilities consists of three kinds of models,such as skills training+policy support model,service platform+job fair/demonstration model,government purchase+e-commerce service,which greatly promote development of teleworking of persons with disabilities However,it still confronts several obstacles such as the lack of policy support,dislocation of functions,contradiction between the supply and demand,and imperfect training and entrepreneurship training system To improve the matching with each other,the government should play a leading role;introduce the cooperative participation of multiple subjects;enhance information accessibility construction,and promote the continuous development of the teleworking model of persons with disabilities.
