摘要
文章基于系统耦合模型测算出节能减排与经济增长的系统耦合度,并利用系统矩估计法考察环境规制对系统耦合度的影响。结果发现,环境规制有利于改善系统耦合度,意味着当前环境规制在履行节能减排职能的基础上,创新补偿效应也倒逼经济增长。分区域来看,东部地区的环境规制显著正向作用于系统耦合度,而中西部地区的环境规制却明显抑制了系统耦合度。分阶段来看,伴随2006年节能减排政策纳入地方政府政绩考核体系,环境规制对系统耦合度实现了由负向到正向的根本性转变。此外,市场激励型规制工具和企业个体努力实现了节能减排与经济共同发展,而命令控制型和公众参与型规制工具则扩大了节能减排与经济增长之间的矛盾。
This paper systematically calculates the system coupling degree of energy saving,emission reduction and economic growth based on the system coupling model,and uses the system moment estimation methods to study the environmental regulation influences.The results show that environmental regulation is conducive to improving the degree of coupling,which means that the current environmental regulation functions on the basis of energy saving and emission reduction,and that innovation compensation effect also forced economic growth.In terms of different areas,the environmental regulation in the eastern area is significantly positive for the system coupling,while that in the central and western areas obviously inhibits the system coupling.In terms of different phases,with the 2006 energy saving and reduction policies incorporated into the local government performance evaluation system,environmental regulation on the system coupling has achieved a fundamental change from negative to positive.In addition,the market incentive-type regulatory tools and individual effort to achieve energy saving,emission reduction and economic development.However,the regulatory tools of command control and public participation expand the contradictions between energy saving,emission reduction and economic growth.
