Current Conditions and Prospects of Human Resource Allocation in Mental Health Institutions in Zhejiang

摘要 目的 :了解浙江省精神卫生专业机构人力资源配置现状及存在的问题,为制定符合浙江实际的精神卫生发展规划及相关政策提供实证研究依据。方法 :采用构成比与图表分析法对有关文献及问卷调查所得数据进行分析。结果 :截止2017年底,浙江省每10万人口拥有精神卫生专业机构的执业(助理)医师4.56人、注册护士9.06人、心理治疗师0.15人、康复师0.21人、社会工作者0.03人;医护比1:1.99、床护比1:0.23、护士占卫技人员的百分比为50.97%。结论 :人力资源配置总量不足,专业人员种类不全,各区域配置不均衡;结构函待改善,素质有待提高。 Objective: To explore the current conditions and existing problems of human resource allocation in mental health institutions in Zhejiang, and to provide empirical research basis for formulating mental health development plans and relevant policies in line with the real situations. Methods: The data required for the study was collected by means of literature study and a structured questionnaire survey. Chart analysis and constituent ratios were applied. Results: By the end of 2017, there were 4.56 registered (assistant) physicians, 9.06 registered nurses, 0.15 psychotherapists, 0.21 rehabilitation therapists and 0.03 social workers per 100 000 population in Zhejiang. The doctor-nurse ratio was 1:1.99, and the bed-nurse ratio was 1:0.23. Nurses accounted for 50.96% of health professionals. Conclusion: There was a shortage in mental health workforce with insufficient types of health professionals in Zhejiang. The regional allocation was imbalanced. The constituent structure and professional qualities of mental health workforce needed to be improved.
