摘要
机场安检员的评价标准目前还主要关注业务技能,不考核职业品德、社会能力、职业心理和生理等,因此导致部分安检员虽持有安检资格证书却不胜任安检工作。在分析安检工作任务的基础上,通过问卷调查和层次分析,确定了机场安检员胜任力评价指标及其权重,利用模糊综合评价法构建了安检员胜任力评价模型。运用该模型对T机场安检员的胜任力进行了评价,验证该安检员胜任力评价模型实用和优越。
This paper intends to present an evaluation model for assessing the competence of the airport security ensurence staff members so as to solve the competence problem for such workers.As a matter of fact,the current criteria for such security staff members are mainly focused on the essential security control experience and skills,instead of obligatory occupational morality,social communication skills,and,psychological and physiological traits.Such a situation may lead to a kind of consequence that many an airport security staff member fails to be competent enough to satisfy their duty demands,though they hold in hand their job certificates.Specifically speaking,the mission of the security inspection workers should be divided into 7 sections on the basis of the duty work objectives for the airport security inspection working staff members.Based on the characteristic features of the security inspection criteria,there exist two-level assessment indicators which can eventually be determined through a questionnaire survey and factor inventory analysis.The competence evaluation index system for the airport security inspection staff members should actually include 5 first-level quality indicators,i.e.the occupational working capability,the occupational psychological state of mind,the occupational service morality,the social communicative competence,and,the corresponding physico-mental qualities,as well as the 27 second-level service skills.More specifically speaking,it would be possible to determine the weights of the assessment indicators through the one-to-one comparisons of the alternative items through a multi-criteria decision making method in the analytic hierarchy process,in addition to the adoption of fuzzy comprehensive evaluation method so as to construct the airport security staff evaluation model.What is more,the model can also be used to assess the actual competence of the 24 airport security members we have chosen for the study objectives.Thus,our assessment results can thus disclose the order of the evaluation indicating weights,the professional morality traits(0.523 9),the social communicative skills(0.189 9),the occupational psychological state of mind(0.154 1),the occupational working ability(0.078),and the occupational physiological qualities(0.054 1).And,so,it can be concluded that,as compared with the current assessment methods adopted by the airports,the comprehensive competence score of the competitors in the area can be found more closely concerned with the routine working competence score.Therefore,such service performance and working standards should be made confirmed by the actual evaluation results of the service evaluation model of the performance and behavior moralilty of the airport security staff members.
