摘要
通过经济合作与发展组织就业保护程度指标,可以构建适合中国的劳动力市场弹性体系。利用2003—2016年相关数据验证,中国劳动力市场弹性与创新型人才培养之间存在以下关系:劳动力市场弹性对创新型人才的培养产生正向的促进作用;不同地区劳动力市场弹性均会促进创新型人才的培养,效用大小依次为中、东、西部;从时间效应来看,短期作用大于长期。此外,劳动力市场弹性通过工资效应和社会保障效应对中国创新型人才产生影响作用,因此提高劳动力市场的弹性以及完善相关的保障机制都有利于吸引创新型人才。
Through the Employment Protection Strictness Index of OECD, a labor market elasticity system suitable for China is constructed, and using the relevant data from 2003 to 2016, then we investigate the inherent relationship between labor market elasticity and the cultivation of innovative talents. The results indicate that: the labor market elasticity has a positive effect on the cultivation of innovative talents. From the perspective of regional structure, the labor market elasticity will promote the cultivation of innovative talents in the east, the middle and the west. However, the promotion of the middle is the biggest, followed by the east, and the west is the smallest. From the perspective of time effect, the short-term effects are greater than long-term effects. In addition, we also finds that the labor market elasticity affects the innovative talents in China from the average salary level of the region channel and the social security expenditure channel. Therefore, improving the elasticity of the labor market and improving the related security mechanisms are all conducive to attracting innovative talents.
