摘要
与我国公共艺术单体建设繁荣盛况相比,其配套的专项规划处于完全不匹配的状况,影响了公共艺术效用的发挥。缺少艺术性、在地性与公共性的"伪公共艺术"开始充斥着城市的公共空间。通过对公共艺术实践中主要问题与深层机制的解析,提出主要观点:公共艺术综合价值在实施中大打折扣;其建设过程存在"新旧"推动力;现有专项规划在多个层面困难重重。提出应该以"完善机制、澄清概念与专业合作"三项策略为核心,借鉴西方重点区域近期行动规划的做法,建构尊重公共艺术建设多主体共同参与过程内在规律的第二代公共艺术专项规划编制方法。
Comparing with the prosperous construction of public arts, researches on the specialized public art planning is in a mismatching situation, which has influenced the social utility of public art. Therefore, the urban public spaces are filled with ‘false public arts’ because of the lack of artistry, locality and publicity. Through the analysis of main problems and the deep mechanism of the practices of public art, three main views are put forward: the comprehensive values of public arts are heavily discounted;the new and old impetuses are entangling in the construction processes;there are many difficulties existing in the current specialized planning. This study puts forward three core strategies of "perfecting the mechanism, clarifying the conceptions as well as professional cooperation" to construct the second generation planning formulation methods of specialized public art, which is expected to involve the multi-subjects into the processes of planning and use the way of making short-term action planning for the significant districts to realize the implementation.
