Rural Civilization Construction in the Context of Rural Revitalization Strategy:Based on the Survey of Shandong Province

摘要中国快速城镇化带来了城乡社会的巨变,相伴而生的是城乡发展不平衡和传统村落衰落问题。而"乡村振兴战略"的提出,将会有助于改变城乡发展不平衡的矛盾,为农村未来发展提供新的活力和支持。本文在回顾总结近百年来关于乡村发展有关讨论的基础上,重点结合对山东省开展"乡村文明行动"的实证分析,说明当前乡村文明建设的状况与问题,探讨通过乡村振兴促进乡村发展、提高乡村文明程度的理念基础和实践路径。调查发现,"乡村文明行动"使人居环境显著改善、村风民风状况改观、文化生活及思想观念得到提升。新时期进行乡村文明建设还须尊重社会发展规律,处理好三个方面的关系,即:乡村文明建设与城市文明建设的关系,乡村文明建设的时代性与超越性之间的关系,乡村文明建设与整个社会发展目标之间的关系。 At present China’s rapid urbanization has brought about tremendous changes in urban and rural society,accompanied by the imbalance of urban and rural development and the decline of traditional villages.The announcement of"Rural Revitalization Strategy"will help to change the contradictions of unbalanced development between urban and rural areas,and provide new vitality and support for rural development in the future.Based on reviewing and summarizing the discussions on rural development problems in the past century,this paper mainly discusses the theoretical basis and practice of promoting rural development and improving the level of rural civilization through rural revitalization,combining with the empirical analysis of"Rural Civilization Action"implemented in Shandong Province.The survey found that"Rural Civilization Action"has significantly improved the living environment,the situation of village customs,cultural life and ideas.It is pointed out that the construction of rural civilization in the new era should also respect the law of social development and deal with three aspects of relations:dealing with the relationship between the construction of rural civilization and the construction of urban civilization;dealing with the problem of relationship between time nature and transcendence in the construction of rural civilization;and dealing with the relationship between the construction of rural civilization and the development goals of the whole society.
