摘要
近年来我国"中央一号"文件着重强调实施农业供给侧结构性改革,优化产业结构,并提出产业兴旺的目标与要求,为棉花产业转型提供了前所未有的机遇。新疆生产建设兵团(简称兵团)是我国棉花产业的主产区与优势区,研究兵团棉花产业竞争力有助于准确把握主产区棉花产业的最新形势,为棉花产业转型提供新的方向和思路。为此,基于已有研究构建棉花产业竞争力评价指标体系,以兵团为例,对目标价格补贴政策实施后各师棉花产业的竞争力状况进行评价,并得出各指标的影响程度。在此基础上通过聚类分析将植棉师划分为产业技术联合推动型、稳健型和传统要素驱动型以进行类比分析,最后依据上述研究提出相关对策建议。
In recent years, No.1 Document by the Central Committee of the CPC focuses on promoting supply-side structural reform of agriculture, optimizing industrial structure and proposes the objectives and requirements for industry prosperous, which provides an unprecedented opportunity for the transformation of cotton industry. Xinjiang Production and Construction Corps(short for Crops) is main cotton production area and superiority area in China, studying the competitiveness of cotton industry in Corps is helpful to accurately grasp present situation of cotton industry, and to provide a new direction and some new ideas for cotton industrial transformation. Therefore, based on the prior works, this paper constructed the assess index system for the competitiveness of cotton industry. Taking Corps as a case study, the competitiveness of cotton industry in each division of Corps were evaluated since the implementation of Target Price Subsidy Policy, and get the influence degree of each index to cotton industry competitiveness. Based on the result, cotton divisions were divided into industrial technology joint driving type, steady type and traditional element-driven through clustering analysis, and conducting analogous analysis. Finally, related countermeasures and suggestions are proposed on the basis of these results.
