The article expounds some theoretical problems in the construction and operation of Enterprise Competitive Intelligence System(ECIS).It focuses on the main elements of ECIS;the evolution of the computer CI system from the manual CI system;the method for the analysis of competitors;the information collection,CI products,CI dissemination and protection in CI flow and the steps of benchmarking in enterprises.The article emphasizes that the construction and operation of ECIS is necessary for a learning and innovating enterprise.
