摘要
资源型城市是我国重要的城市类型之一。在市场经济迅速发展和日益加剧的全球化背景下 ,资源型城市如何实现可持续发展 ,不仅对这类城市本身、而且对我国社会经济可持续发展都具有至关重要的影响。本文在分析全球化对资源型城市影响的基础上 ,通过对我国资源型城市的实际情况进行宏观分析 ,以及对陕西铜川这样的以煤炭资源为主的资源型城市的案例分析后 ,提出了我国资源型城市可持续发展的基本对策 :(1 )主动适应全球化趋势 ,充分发挥资源优势 ,发展优势产业 ;(2 )提高资源利用效率 ,逐步实现资源密集型向技术密集型的转变 ;(3 )有效保护资源 ,实现资源的可持续利用与经济的可持续发展 ;(4)完善资源市场体系 ,促进资源的合理开发利用。
Resource based cities are one principal type of the cities in China. Facing the globalization and the rapid development of marketing system in China, sustainable development of the resource based cities is becoming an important issue of stability of society and sustainable development of economy. Economic globalization will have impact on the distribution of resources and the integration of resource industry, and it is both opportunity and challenge to sustainable development. Based on the analysis of opportunity and challenge, the paper proposes following countermeasures: ① adapting the trend of globalization ,making good use of advantage of resources, and growing preponderant industries; ② improving the efficiency of resources use, and gradually leading resource intensive industries to technology intensive industries; ③ effectively protecting resources, and realizing sustainable use of resources and sustainable development of economy; ④ consummating market system to facilitate the reasonable use of resources. Finally, taking Tongchuan city as an example, the measures of sustainable development are put forward.
