摘要
人才资源是最重要的发展资源 ,而西部发展的最大瓶颈是人才的匮乏和对现有人才资源利用的严重不足。人才资源的开发和有效利用是西部大开发战略顺利实施并取得预期效果的根本与关键。发展经济学研究成果表明 ,人力资源开发投资比物资资源开发投资具有更现实、更深远的意义。西部人才资源的现状严重制约了西部大开发的进程 。
Talent resources is the most important resource for development,while the main obstale during the process of western development is the lack of talent and talent resources exploitation.How to develop and make full use of talent resources is the key point to carry out the western developing strategy easily and achieve effective foreseed results.The studies of develoing economics indicates that there is more realistic and further significance of human resouces invest that of material resources.The present situation of western human resources badly prohibits the implement of the great western development and how to make full use of the western talents has become an urgent subject which should be resolved immediately.
