摘要 阐述了强制开放存取政策的出现与发展情况,探讨了其对机构知识库发展以及合理解决版权问题的促进作用。 The paper introduces appearance and development of mandatory open access policy, and discusses the promotional role of mandatory open access policy played in the development of institutional repository and properly solving of copyright problem.
