摘要
土地利用规划是协调土地利用矛盾、实现土地可持续利用的重要空间管制措施之一。当前,规划方案的评估多偏重规划实施效果评估,对规划方案进行预评估尚不多见。该文根据我国土地利用规划框架,构建约束性CA对建设用地布局方案进行预评估,用于检测土地利用规划关于建设用地空间布局的合理性。以广州市为案例,对其2006-2020年土地利用总体规划的建设用地布局进行了预评估,对比了模拟方案与规划方案的差别,并提取冲突区域供规划决策参考。结果表明,约束性CA可以预测建设用地的空间布局,并能有效检测与规划相冲突区域,可为违法用地遥感督查提供更有效的空间信息。
Spatial planning is one of the most important measures for coordinating land use activities and realizing sustainable land use.At present,the assessment of land use planning is more concerned about the implementation,and it is still lack of preassessment,especially for the spatial layout assessment.Researches have proved that the geo-simulation system based on Cellular Automata (CA) is one of the most efficient tools for land use change simulation.Therefore,in this paper,a pre-assessment tool based on CA was presented according to the framework of land use planning in China.Guangzhou,a fast developing area located in the Pearl River Delta,was selected as the study area.The pre-assessment on the layout of construction land in the period 2006-2020 was performed with the CA model.The difference between the simulation pattern and the planning layout was also identified,the conflict area from which can used as reference for land use planning.Results demonstrate that constrained CA can simulate the urban sprawling effectively,and it can give out the spatial conflict area for warning the regulation of planning,especially provide the knowledge for illegal land supervision with remote sensing technique.
