摘要
我国天然气储备调峰系统由气田、储气库、沿海大型LNG接收站、内陆LNG调峰站以及与之连接的管网组成。我国季节调峰气量逐年大幅增长,然而在役储气库严重不足,市场侧难以找到适合建库的地质构造,进口LNG调峰气成本高。适合我国国情的天然气季节调峰保供方针为:"因地制宜、优化结构、多管协同、联合保供"。川渝等靠近气田的地区,冬季调峰应发挥气田和管网优势;远离气田和储气库的内地大中型城市可建设适当规模的LNG调峰站;津京等多气源地区可采用四级调峰模式;长三角、珠三角沿海大中型城市调峰应以管道气和LNG为主。
China's natural gas peak-shaving reserve resources consist of gas fields, gas storage, large coastal LNG receiving terminals, inland LNG peak-shaving stations, and networks connecting such components. China experienced over the years substantial growth in seasonal peaking gas, but there is a serious shortage of gas storage in service, the market makes it hard to build a geological structure database, and the cost of imported LNG for peak-shaving gas is high. An insurance policy for supply of seasonal peaking natural gas suited to China's national conditions is based on 'local conditions, an optimized framework, jointly managed collaboration, and unified supply protection'. Sichuan, Chongqing and other areas near gas fields should develop gas fields and a pipeline network for winter peaking-gas; inland and medium-sized cities that are far away from gas fields and storage reservoirs can build an appropriate scale of LNG peak-shaving stations; Tianjin, Beijing and other gas resource areas can use a 4-level peak-shaving mode; the Yangtze River Delta, Pearl River Delta and medium-sized coastal cities should use pipeline gas and LNG for peak-shaving.
