摘要
针对当前应急预案存在的发展方向不明确、功能定位不准确等问题,基于应急预案本质和功能的分析,指出应急预案作为应急理念的载体,其发展要体现并符合应急管理全过程、全参与、全风险的理念,将规范性、拓展性、参与性和操作性等作为应急预案的发展方向和实践路径。
According to the problems of having undefined direc tion and inaccurate function orientation of emergency plan, based on analysis of essential and function, it needs to follow the emergency management concepts of all process, all participation and all risk. Accordingly, it also needs to strengthen e- mergency plan development from four aspects of normalization, extension, participation and operability.
