摘要
房屋登记制度是保护财产权利的基本法律制度之一,开展农村房屋登记发证,是落实《物权法》、《房屋登记办法》的具体措施,是破除城乡二元体制、更好地推进城乡一体化发展、促进农村和谐发展的一项重要举措。该文首先阐述了农村集体土地房屋登记发证的目的和意义,认为农村房屋依法登记发证后,能够明确农村房屋权属,减少和避免产权纠纷,并确立了登记发证工作应该遵循的基本原则,针对登记发证中遇到的问题与困境,在分析了成因的基础上提出了对策和建议。
House certification system is designed by protecting private property. The registration work is putting measure of real right law and the building registers way in to effect, made to eradicate the dual structure in urban and rural areas, improve the construction of a harmonious society. This paper firstly presents the purpose and significance, founds fundamentals to discuss the existing problems of registration and certification , based on analyzing causes concludes with the measures and proposals.
