重塑学术圣洁与公共信任:高等教育问责的国际经验与策略选择 被引量:8

Reshaping Academic Sanctity and Public Trust:International Practice and Strategic Choice for Accountability in Higher Education

摘要 高等教育在世界范围内的规模扩张和结构调整过程中,层出不穷的腐败现象和行为给学生、学校、雇主、社会、国家等利益相关者造成诸多的损害,使高等教育面临公共信任的严峻挑战。在西方国家的实践中,高等教育问责主要通过政策法规得以确立,并通过管理、财政和信息等多方面举措得以实施。我国高等教育的健康发展须建立完善的问责制度,开展多维平衡问责,实现问责范式转变,并以此作为防范腐败的现实策略。从长远来看,问责的发展应着眼于重塑学术圣洁,重建对高等教育的信心与信任,通过共同体治理,走向公共民主问责。 With the expansion and restructure of higher education worldwide, the increasing corruption has caused harm to the stakeholders including students, higher education institutions, employers, society and even the nation, which has made higher education confront a severely challenge of public trust. In the practice of western countries, accountability in higher education was established mainly by legislations, statutes and regulations, and implemented through the measures of management, fiscal incentives and information sharing. To achieve a sound development of higher education in China, the perfect accountability system with multi-dimensional balanced mechanisms and paradigm shift should be established as a realistic strategy to prevent the corruption in higher education. In the long run, the development of accountability should aim at reestablishing academic sanctity and reshaping the public confidence and trust in higher education and step forward the public democratic accountability.
