摘要
企业发展总部经济和城市协调发展二者如何互融并利益最大化,无论是对于企业还是政府而言,都是决策过程中不可避免的重大问题。就政府层面上而言,要想吸引更具有竞争力的总部,需要提高决策主体——政府的服务质量,加大对企业的关心力度。而从企业层面上讲,需要企业在决策时,把重点放在提升自身竞争力上,而不是只是为了通过享受低税收来获取利润。
The combination and optimization of headquarter economy and the development of cities are unavoidable issues in decision-making process both for enterprises and municipal governments. Municipal governments should improve the quality of service and lay more emphasis on enterprises if they want to attract more competitive headquarters. Meanwhile, enterprises should put more emphasis on the improvement of their competitiveness in the process of decision-making.
