摘要
借助SWOT矩阵模型分析当前我国民办高校的优势、劣势以及所面临的外部机会、潜在威胁。与公办高校相比,民办高校的优势在于其独立自主的办学机制;劣势在于其高昂的学费与低下的教育质量不成正比;外部机会包括近年来日臻完善的法律与政策环境以及社会经济发展对更多高等教育人才的多样化需求;潜在威胁在于2008年以来高等教育目标人群人数的持续减少、政府的政策歧视以及深深植根于社会文化传统的公众偏见等。据此,从民办高校自身和政府责任两个角度提出富有针对性的建议。
The future development of non-governmental institutions of higher learning in China is analyzed under the SWOT frame -work.Compared with public universities , non-governmental institutions of higher learning in China have the advantage of being independent and autonomous while high tuition fees and low standard of education quality are their significant weaknesses .There are external opportunities for them including improved legal and policy environment in recent years and the demands for more tal -ents with higher education as the economy and society develop .The existing potential threats are the constant declining of higher education population since 2008, biased treatments by government policies , and the deep rooted public prejudice in social and cultural traditions .From these bases , proposals and suggestions are put forward from the perspectives of the non-governmental in-stitutions of higher learning and government responsibility .
