摘要
针对中央提出探索编制自然资源资产负债表和水利部正在开展探索的编制水资源资产负债表工作,在对水资源环境经济核算项目研究及相关工作的基础上,阐述了水资源资产负债表的研究背景和所具有的现实意义,分析了水资源资产负债表编制的统计体系基础,总结归纳了当前国内外相关研究与实践现状,梳理了开展此项工作需要进行的前期准备,并提出了开展水资源资产负债表编制工作需要及时解决的基础性和关键性问题。
Practical meaning and background of studying balance sheet of water resources are discussed on the basis of relevant studies on economic accounting of water resources and environment, as well as requirement of Central Government and Ministry of Water Resources for preparing balance sheet of natural resources and water. The foundation of statistical system for preparing balance of water resources is evaluated and studies and practical situation both home and abroad are summarized. Proposals are made for making preparations in the early stage and key issues needed to solve timely are raised for building up the balance sheet of water resources.
