摘要
剖析近几年一系列重大食品安全事件爆发的原因,发现问题主要不在于监管体系本身,而是监管无据可依。现行以经验事件和显著可能为依据的归纳法风险评估模式难以对未知和新型风险进行预测和评估,这严重损害质量安全标准体系的完备性,从而制约监管体系作用的发挥。在分析了现行风险评估模式存在的根本缺陷的基础上,研究构建了以演绎法理念完善农产品质量安全保障体系的基本架构,包括安全风险的抽象原因(演绎的起点),基于农产品不同种类的风险环节和风险行为(演绎的路径),以及基于产销模式的新型安全保障体系(演绎的结果)。
In recent years, the cause of a series of serious food safety incident is not supervision problem but supervision standard. It is difficult for current inductive model of risk assessment based on experience events and obvious possibility to foresee and assess unknown and new risks, which severely damages completeness of quality safety standard system and re- stricts function of supervision system. Deductive method to improve the agricultural product quality safety system consists of the abstract reasons of safety risk （ the origin of deductive）, risk procedure and risk behavior related to types of agricultural prod- ucts （the path of deductive）, and new quality safety system based on production and marketing model （result of deductive）.
