摘要
非常规突发事件现场往往处于十分混乱的状态,较常规突发事件现场具有事态复杂性、损失破坏严重性、处置任务重等特点。科学有效地构建非常规突发事件现场处置机构,有助于迅速地采取正确的应对措施、及时控制事态演化并降低事件造成的损失。针对目前我国缺少突发事件现场处置组织机构构建规范、现场处置机构设置不统一、术语不规范、职责不明确、难以实现不同组织之间的有效协同联动等问题,本文提出了一种非常规突发事件现场处置机构的构建方式,认为非常规突发事件现场处置机构的构建应体现稳定性和动态性的有机统一,从而实现非常规突发事件现场处置机构的统一构建,满足现场处置过程的动态性要求,并且阐述和分析了非常规突发事件现场处置机构的职责及其运行机制。
The scenes of unconventional emergencies generally sink into an inorganic and confused station as a result of characteristics of unconventional emergencies. Building organizations of on-the-spot disposal scientifically and efficiently is essential for taking corresponding measures promptly to control the situation and reduce the losses. Given the existing problems such as the un-unified organizations of on- the-spot disposal, non-standard terms, unclear responsibilities, and poor coordination, this paper proposes building organizations of on-the-spot disposal of unconventional emergencies, both stable and dynamic and consisting of fixed and elastic organizations, which is practical and useful for different types and stages of emergency and even for realizing the unified organizations of on-the-spot disposal under different administrative regions. Furthermore, their responsibilities and operating mechanism are discussed in this paper.
