摘要
财政支农政策的有效实施是促进农业发展、农民持续增收从而实现城镇化的重要保障。基于此,首先利用理论分析了财政支农政策对城镇化过程中的农村基础设施建设、基本公共服务等方面具有的促进作用,同时又分析了城镇化对财政支农资金利用的反作用问题;并进一步利用2003—2012年的实际数据,采用SVAR模型研究了财政支农资金与城镇化程度的关系。研究结果表明,财政支农资金的利用效率与同期的城镇化程度具有正的相关关系,财政资金促进农业产业化发展,从而带动城镇化的发展。最后在此基础上,就财政支农政策与城镇化有效互动提出了对策建议。
The effective implementation of the fiscal policies for supporting agriculture is the important guarantee to promote agricultural development and farmers income so as to realize urbanization. Based on this, firstly, this paper uses the theory to analyze the fiscal policies for supporting agriculture on the rural infrastructure construction and basic public services in the process of urbanization; at the same time, the adverse effect of urbanization on the utilization of supporting agriculture funds are also analyzed. And that further using of the actual data from 2003 to 2012 and using the SVAR model to study the relationship between the degree of urbanization and supporting agriculture funds shows that the use efficiency of fiscal funds for supporting agriculture and the same period urbanization degree have a positive correlation, and supporting agriculture funds promotes agricultural industrialization development, and thereby gives impetus to the development of urbanization. On this basis, some suggestions are put forward on fiscal policies for supporting agriculture interacting efficiently with urbanization.
