摘要
随着服务贸易自由化与投资便利化进程的不断推进,非歧视的内向型管制的壁垒性得到越来越多的关注。应该看到,内向型管制的壁垒性及其消减将是未来各个层次的服务贸易自由化都无法回避的问题。文章在分析内向型管制壁垒性表现、测度方法和多层次协调进展的基础上,探讨了一国从多边、区域和单边层次上降低内向型管制壁垒的可行性、存在的问题及前景。
With the liberalization of service trade and the facilitation of investment,inward regulatory barriers have attracted more and more attention. It is apparent that inwardregulatory barriers will be an unavoidable problem for all levels of service trade liberalizationin the future. Based on the analysis of the performance, measuring method and multi-levelcoordinative development of inward regulatory barriers, the paper discusses the feasibility,existing problems and prospects of reducing such barriers at multilateral, regional andunilateral levels.
