摘要
针对应急物流系统的5个体系,建立粮食应急物流绩效评价指标,提出一种基于可拓物元模型的应急物流绩效评价方法。将粮食应急物流绩效评价系统、评价指标以及其特征值作为物元,利用初等关联函数得出了指标特征值和绩效等级的关联度,由最大关联度离差确定指标权重,进而得出综合关联度评价。最后,通过某市粮食应急物流系统的绩效评价验证了该模型和算法,结果表明该方法有效地解决了复杂应急物流系统中评价指标的不相容性和矛盾性,定性定量指标相结合,保证了绩效评价的客观性,并找出了影响绩效等级的关键体系,针对关键体系对系统进行改善。
In this paper, in the view of the five subsystems of the emergency logistics system, we built the grain emergency logistics performance evaluation index system, and proposed the emergency logistics performance evaluation method based on the extendable matter-element model. At the end, through an evaluation of the performance of the grain emergency logistic system of a certain city, we demonstrated the effectiveness of the model and the algorithm and accordingly identified and improved the key parts of the system.
