摘要
从环境影响评价角度,以某省某化工企业厂址比选为例,采用"政策红线"剔除法和加权系数细化比较分析法相结合的分析方法,从产业定位及用地规划、环境敏感点、交通及配套设施、区域环境等方面进行筛选和优化,最终得到最佳厂址,并对项目环评在厂址比选中的作用进行了探讨。通过案例分析不难发现,在项目前期,积极开展项目环评厂址方案比选,不仅有助于削减项目建设对周围环境的影响,实现经济、社会、环境和谐发展,而且在获得公众支持和节省投资等方面有重要作用。
From the perspective of environmental impact assessment, this paper took site selection of a chemical enterprise as an example, using the analytical method which combines the Policy Red Line Method and Weighting Factor Method, selected and optimized the best site in terms of industry orientation and land use planning, environmental sensitive sites, traffic and supporting facilities and regional environment, discussed the function of environmental impact assessment in site selection. Through the case analysis, it is not hard to find out that carrying out the project EIA site selection in the early stage of the project, not only helps to reduce the impact of project construction on surroundings and realize the harmonious development of economy, society and environment, but also plays an important role in getting public support and saving investment.
