摘要
该文阐述了生态补偿的必要性,并以新安江流域为例,介绍了新安江流域生态补偿的现状以及现实中面临的困境,并对新安江流域水资源生态补偿长效机制进行了探讨。
Eco-compensation is a type of institutional arrangement to make the protectors getting necessary e- conomic incentives while the beneficiaries bearing responsibilities and costs of deteriorating the ecology as well as the environmental pollution fees. In recent years, the negative environmental effect of regional economic develop-ment such as the deterioration and eutrophication of rivers and lakes becomes increasingly prominent. Therefore, as a kind of economic means aiming to protect ecological environment, watershed eco-compensation gradually attracts much attention from the government. The paper discusses the necessity of eco-compensation, and argues the cur- rent situation and difficulties of eco-compensation by a case study on Xin＇an River basin, the national pilot, and explores on its long-term mechanism of eco-compensation.
