摘要
当前,广东省的养老基金还存在征缴范围不足、各地费率差异较大等情况。为深入研究广东各地区企业基本养老保险实际情况,客观度量广东省各地市企业职工基本养老保险发展水平,为政府部门制订相关政策提供参考,我们利用目前可以公开使用的资料,主要从建立广东企业职工基本养老保险综合评价指标体系入手,运用以主成分分析为主的综合评价方法,将21个地级市划分为三个层次,寻找地区之间存在的差异,并对造成差异的原因进行分析。分析认为广东地区之间经济发展的不平衡是造成企业职工基本养老保险发展水平差异的主要客观原因,而各地区地方政府的利己主义和对上级有关政策的不规范执行则是造成企业职工基本养老保险发展水平差异的主观因素。最后,我们认为应继续加强社会养老保险基金的征缴、建立财政投入长效机制、加大监督检查力度、完善基金管理制度,研究建立基金有效运营机制。
At present, Guangdong Province pension funds are insufficient, the scope of collection and payment rates differ greatly from place to place and so.For the basic old-age insurance actual enterprise in-depth study of each area Guangdong, objective measure of Guangdong Province development level of basic old-age insurance for enterprise employees, provide a reference for the government to formulate relevant policies, we use the publicly available data, mainly from the establishment of Guangdong of basic old-age insurance for enterprise employees a comprehensive evaluation index system of, using principal component analysis comprehensive evaluation method, the 21 cities into three levels, the differences between the search area, and the reasons of the difference analysis. Analysis shows that the Guangdong area between the imbalance of economic development is the main objective causes the difference of development level of basic old-age insurance for enterprise employees, and every local government self-interest and the related policies do not regulate the execution is caused by subjective factor endowment enterprise workers insurance development level difference. Finally, we should continue to strengthen the social endowment insurance fund collection, the establishment of financial input mechanism, strengthen supervision and inspection, improve the fund management system, establishment of effective operating mechanism of fund.
