摘要
中国语境下的社会管理具有显明的柔性管理特质,是一种基于社会协同的多元治理或合作共治。社会管理创新以加强社会建设、完善公共服务为核心内容,以协作参与为基本方式,实质是通过社会政策与制度安排来协调各种利益冲突,回应和满足各种权利诉求,实现政府与社会的良性互动,维护社会的和谐秩序。社会管理创新是有效化解社会矛盾,应对社会风险,实现包容性发展的逻辑选择。但是,我国社会管理创新面临诸多制度性梗阻:政府管理体制欠科学,政府主导作用受限;社会组织遭遇制度瓶颈,社会协同乏力;公众参与制度阙如,参与成效甚微等。因此,必须加快政府转型,实现职能归位;大力培育社会组织,增进社会协同功能;优化制度环境,引导公众有序参与;重构政府与社会的互信耦合;将社会管理彻底纳入法治化轨道,实现社会包容性发展。
Social management in China exhibits typical characteristics of＂flexible management＂and is a multiple or cooperative governance based on social coordination.Social management innovation focuses on strengthening social building and improving public service.Taking cooperative participation as its basic approach,it is to coordinate various conflicts of interests through social policy and institutional arrangements and to respond to and meet various rights demands in order to ensure positive interaction between the government and society and to foster a harmonious and well-ordered society.Social management innovation is the logical choice for effective resolution of social contradictions,quick response to social risks and for inclusive development as well.However,China＇s social management innovation is facing many institutional obstructions.The government management system is not scientific; the leading role of government is limited; social organization has encountered system bottleneck; social coordination is weak; public participation mechanism is not perfect;and the results of participation are unsatisfying etc.Therefore,the transformation of government function must be accelerated and the functions of the government be replaced; more efforts should be made to cultivate social intermediary organizations,enhance social coordination function and optimize the institutional environment for orderly public participation; and it is also important to rebuild the trust between the government and the society,carry out social management on a legal basis and achieve inclusive development in society.
