摘要
地方政府是落实公共服务职能的实践者,公共服务能力已经成为地方政府能力建设中不可或缺的一部分,但是当前地方政府普遍存在基本公共服务能力不足的问题。本文在界定地方政府公共服务能力概念的基础上,阐述了地方政府基本公共服务能力的内涵及构成,对影响地方政府基本公共服务能力的因素进行了分析,并在此基础上提出了提升地方政府基本公共服务能力的基本路径。
Local governments are the practitioners to carry out the duty of public service, public service capacity has become anindispensible part of the construction of local government capacity, however, there is ubiquitously short of basic public service ca.pacity in current local governments. This paper expounds the connotation and compositions of basic public service capacity of localgovernments on the basis of the definition of the concept of public service capacity of local governments, analyzes the factors af.fecting basic public service capacity of local governments and based on this, advances the basic path for promoting basic publicservice capacity of local governments.
