摘要
环境问责制是政府机构通过相关法律法规对参与环境活动的主、客体双方的职责和权利进行明确,并制定一套科学可行的综合评判标准用来考核双方责任和权利落实程度,权利客体借助描述、证明等形式对自身行为绩效进行表达,权利主体进行综合评估进而对客体的绩效给予评判,并辅之以相应奖惩举措。在实践中表现出效应两重性、向度全程性、形式多元化、内容普遍性、结果多样性等基本特质。该框架包括问责的主体,对象,范围,程序,方法和结果等因素。
Environmental accountability system is the instructional system in which the government to clear the duties and rights of the main and the object who were involved in environmental activities by relevant laws and regulations, and developing a scientific and feasible comprehensive evaluation criteria used to assess the degree of implementation of the obligations and rights of both the right object help describe their own behavior and other forms of proof of performance for expression, the right to conduct a comprehensive assessment and then the main object of the performance of the judgment given, and supplemented corresponding incentive measures. In practice, it shows the effect of duality, the nature of all dimensions, the form of pluralism, the content of university, the result of diversity and other basic characteristics. The accountability framework factors include a subject, object, scope, procedures, methods and results.
