摘要
社会消防安全管理机制存在内部监管体制不协调、社会单位自我管理无序、管理责任机制不健全、专业化程度不高等问题,完善社会消防安全管理机制是适应经济和社会发展的需要。应理清消防监管职责,强化单位主体责任。建议建立消防产品质量长效机制,授予乡级人民政府、公安派出所消防行政许可权;建立建设工程消防技术审批与行政审批分离制度;健全"网格化"消防管理制度和社会消防安全诚信体系,完善单位片组管理模式,突出专业化教育培训机制。
There are problems in the social fire safety management mechanism like uncoordinated of internal control mechanism,disorder of self-management of social unit,unsound of management responsibility mechanism and insufficient of degree of specialization,etc.It＇s the requirement that completing the social fire safety management mechanism for keep up with the development of society and economy.The duty of fire supervision should be clear up and the entity responsibility should be reinforced.Suggestions were put forward like：establishing the long-term mechanism of fire production,awarding the fire administrative permission to local government and local police station.Establishing the mechanism to separate the examine and approve of building project fire safety technology and the administrative examine and approve.Perfecting the meshing fire safety management regime and social fire safety integrity system,perfecting the units slice group management pattern,emphasizing the professional education and train mechanism.
