摘要
我国自然灾害频发,每年造成大量的经济损失,应急测绘指挥系统的建立成为必然,本文设计了一种二三维联动应急测绘指挥系统,在充分利用地理信息系统(GIS)、数据库、三维地形可视化等技术的基础上,结合二三维系统特点,实现对同一地理空间下省、市、县等不同级别行政单位的灾害与灾情信息管理、展示、分析与处理,为灾前、灾中和灾后监测、预防、评估、管理工作提供有力技术支撑。
Natural calamity is frequent in our country,which lead to a mass of ecomomical losses, so it's a necessary to establish a emergency command information system. With the support of Geographic-Information-System (GIS), Remote-System (RS), database system, the terrain-visualization, etc, a new Emergency Command Information System of surveying and mapping based on two-three dimensions linkage is designed, and which can manage and display emergency data or information through provical,city or country level of system, analysis emergency information, and which can monitor,prevent,evalue and manage the disasters whether it's pre-trib,sometime and during the tribulation,or at the end of the tribulation in hidden area of the disasters.
