摘要
随着我国社会结构的不断分化和社会利益的日益多元化,各种形态的社会风险呈现相互交织、此起彼伏的态势。作为公共利益权威性分配的公共政策在社会风险的形成和演变中扮演着极其重要的角色。文章从时间、多属性治理、层级治理和社会支持网络四个维度,运用多案例的分析方法,研究政策执行过程与社会风险之间的内在关联机理,并提出完善我国政策执行模式,防范社会风险的政策建议。
As China＇s social structure and social interests diversify, the various forms of social risk in China are intertwined. As an authoritative tool of public interests distribution, public policy is playing an increasingly im- portant role in the formation and evolution of social risks. This paper analyzes the relationship between policy implementation and social risks by using the method of multi - case study from four dimensions - time, cross boundary governance, vertical governance and the social support network. Finally, this paper offers some rec- ommendations on how to improve the policy implementation model and prevent social risks during policy imple- mentation in China.
