摘要
西方教育变革的历史过程演绎着政策、能力、压力和支持等相互关联的基本特质和逻辑结构:从复杂变迁的变革中强化顶层设计的价值;强调变革主体的能动作用;以政策体系为牵引,充分发挥教育研究对决策的科学证据作用,并通过创新人力资源开发机制、评价机制和重建系统领导力等全面推进变革,提升其效力。
The historical process of western education reform reflects the basic trait and logical structure that policy, capacity, pressure and support, etc., interrelate and strengthen the values of top-level design in complicated education reform, emphasize the initiative of changing subjects. Western education reform takes policy system as traction to give full play to the role of science education research evidence on decision making. Western education reform comprehensively promotes its effectiveness through innovating human resources development mechanism and evaluation mechanism and reconstructing system leadership.
