摘要
社会福利制度的基本策略是通过有效提升民众的福利获取水平来满足其福利需要,因而深入探究民众的福利可及性对于社会福利制度的未来构建具有重要的意义。尽管我国学术界围绕残疾人社会福利制度的相关研究众多,但是从福利可及性出发的实证讨论却非常罕见,这显然对于推动残疾人社会福利制度的良性发展具有诸多不利影响。在采取均值分析、聚类分析和多元方差模型分析等方式对南京、天津、成都和兰州四城市的846名残疾人进行分析后,研究发现我国残疾人的福利可及性存在严重不足,不同城市的残疾人在福利可及性上具有显著差异,部分具有特殊需要的残疾人在福利获取过程中可能存在严重风险。研究建议,我国各地政府应当继续稳步推进残疾人社会福利制度的建设,积极提升残疾人社会政策的有效性,并在政策导向上对特殊残疾群体给予重点倾斜。
The basic strategy of social welfare system is to meet people＇ s needs through improving the wel- fare providing efficiency, therefore it is very important to focus on people＇ s welfare accessibility. Although there are so many studies pay close attention to welfare system of the handicapped in our academic field, re- searches from the perspective of welfare accessibility seem to be so rare. Afterflnishing a quantitative re- search on 846 handicappedin Nanjing, Tianjin, Chengdu and Lanzhou by the way of factor mean analysis, cluster analysis and multivariate analysis of variancein SPSS software, thisstudyfinds that welfare needs of the handicapped reveal a huge difference with their benefits, different cities has different welfare accessibil- ity, and some special handicapped people may encounter with worse situation on their welfare receiving way. So this research suggests that our government should steadily push forward the construction of our needs-based welfare system, promote actively the validity of social policy around the handicapped, and give more emphasis on the special handicapped group.
